Frequently Asked Questions
 

 

Q1. If I have an emergency permit from another School District or Intermediate Unit, can I use it to substitute for the Schuylkill Intermediate Unit 29 and participating school districts/entities?
   
A1. No, that permit is only valid for the School District or Intermediate Unit applying for it.
     
Q2. What are the costs involved?
     
A2. There is no fee for our Guest Teacher Program. Other costs involved for the participant would be:
  • Pennsylvania Criminal History Record Check (Act 34)
  • Child Abuse Clearance Record Check (Act 151)
  • FBI Background Check (Act 114 Section 111)
  • School Personnel Health Record (A physician fee may apply). A current physical examination shall be administered within six (6) months prior to the date the school receives the form. As per Pennsylvania School Code, the tuberculin skin test shall be administered within three (3) months prior to the date the school receives the form.
  • 338G Form (A physician fee may apply)
  • Sealed transcripts
     
Q3. Where do I obtain the necessary clearances?
     
A3. (1) Pennsylvania Criminal History Record Check (Act 34):  
     
  This can be obtained online at www.psp.state.pa.us/psp/cwp/view.asp?A=4&Q=48275 by downloading the request form and mailing it as directed or by entering the State Police Patch System and submitting the request electronically. 
Please Note: Be sure to follow all steps and print the official certificate that contains the Pennsylvania State Police watermark seal.
 
     
  (2)  Child Abuse Clearance Record Check (Act 151):  
     
  The request form can be downloaded at http://www.dpw.state.pa.us/Resources/Documents/Pdf/FillInForms/DPWchildabuse.pdf and then mailed as directed.  
     
  (3)  FBI Background Check (Act 114 Section 111):  
     
  This will be done at a fingerprint site. Applicant must register prior to arriving at the fingerprint site: online (24-7) at www.pa.cogentid.com or by phone (M-F 8am to 6pm EST) at 1-888-439-2486. Further directions will be available once registered.
Please Note: Proof of clearance will be printed on a crème colored document and contain the seal of the State of Pennsylvania.
 
     
Q4. Can I apply for my Emergency Permit before I go through the training?  
     
A4. No, the Schuylkill Intermediate Unit 29 applies for the emergency permit and participating school districts/entities have agreed all candidates must attend all training days in full prior to the start of the application process.  
     
Q5. Can I send for my Emergency Permit myself?  
     
A5. No, individuals may not apply for their own permit. Emergency Permit applications are processed through the Schuylkill Intermediate Unit 29.  
     
Q6. If my Bachelor's Degree is almost completed, can I go through the training now?  
     
A6. Yes, you may go through the training, However, the Schuylkill Intermediate Unit 29 may not apply for an emergency permit until a Bachelor's degree has been conferred.  
     
Q7. May I use the transcript of my Master's Degree to send for a permit?  
     
A7. No, the Bureau of Teacher Certification and Preparation (Pennsylvania Department of Education) requires a Bachelor's Degree.  
     
Q8. May I use a copy of my Bachelor's Degree to send for a permit?  
     
A8. No, the Bureau of Teacher Certification and Preparation requires an official Bachelor's Degree transcript in a sealed envelope from an accredited college/university.  
     
Q9. How long will it take to get my permit after the training?  
     
A9. This is dependent upon the receipt of all required paperwork for permit processing. Once the Schuylkill Intermediate Unit 29 has all the required information, it will be submitted to the Bureau of Teacher Certification and Preparation via the Internet over a secured network. The approval process is usually brief (1-2 days). However, this is dependent upon the amount of certificates and other permits the Bureau has to process.
Please Note: PDE may do a random spot-check requiring IU 29 to submit paperwork - if this happens the final approval will be delayed.
 
     
Q10. May I have a copy of the permit?  
     
A10. No, the Bureau of Teacher Preparation and Certification and Preparation does not issue certificates. The Schuylkill Intermediate Unit 29 will send you written notice of your approval.  You may check your Emergency Certification status on the Pennsylvania Department of Education's website.  
     
Q11. How soon will I be called to work as a substitute?  
     
A11. Upon Emergency Certification approval by the Bureau of Teacher Certification, Educational Services Department staff will forward your application packet to all preferred school districts/Schuylkill Intermediate Unit 29 programs as indicated on your Guest Teacher Program Application. Districts/Programs will then follow established processes and notify individuals of approval status.  
     
Q12. How often will I be called to work as a substitute?  
     
A12. This is dependent upon your availability and preferences.  
     
Q13. What is the pay for Substitute Teaching?  
     
A13. Pay rates vary per district. A listing of substitute rates for all districts will be provided to participants.  
     
Q14. How long is an Emergency Permit valid?  
     
A14. The permit is valid for one (1) school year.  
     
Q15. Must I go through another training to renew my permit for the next school year?  
     
A15. No, you need to follow the renewal procedure that the Educational Services Department staff will send to you at the conclusion of the current school year.
Please Note: Emergency Certification renewals cannot be submitted to the Bureau of Teacher Certification for processing until after August 1st for the new school year. Upon renewal of the permit, the Educational Services Department staff will send notification to all preferred school districts/Schuylkill Intermediate Unit 29 programs as indicated on your Guest Teacher Program Re-Certification Form so they may contact you for substituting for the new school year.
 
     
Q16. Can I use this permit to work as a full-time teacher or long-term substitute?  
     
A16. No, this permit is only valid for work as a day-to-day substitute.  
     
Q17. In what subject areas can I substitute?  
     
A17. You may substitute in any subject area with your day-to-day emergency permit.  
     
Q18. Do I have to be available to substitute every day?  
     
A18. No, you need to notify the school district/Schuylkill Intermediate Unit 29 program when you are available.  
     
Q19. What if I was educated outside the United States?
