Surrogate Parent Information
  • As a Surrogate Parent Volunteer, you would agree to advocate for a handicapped or thought-to-be handicapped child whose birth parents are “unknown or unavailable.” The Surrogate Parent Volunteer would be representing this handicapped student in circumstances addressing the educational needs of a child. The duties include:

    • Approval/disapproval of request for evaluation
    • Initiation of requests for evaluation/re-evaluation
    • Receipt of notice of re-evaluation
    • Review of student records and evaluation findings
    • Participation in Multidisciplinary Team Evaluation
    • Participation in IEP planning meetings
    • Approval/disapproval of IEP and/or placement
    • Receipt of Due Process Notice
    • Possible initiation of Due Process procedures
    • Approval for release of student records

    Schuylkill Intermediate Unit 29 is seeking interested volunteers to train people who can help a special-needs child from any of our 12 school districts when the parent or guardian is unavailable. As a volunteer, you will be required to participate in meetings and discussions to assist in the education of the child.
